Chavez: US spy plane violated Venezuela's airspace

CARACAS, Venezuela – President Hugo Chavez on Sunday accused the U.S. of violating Venezuela's airspace with an unmanned spy plane, and ordered his military to be on alert and shoot down any such aircraft in the future.
Speaking during his weekly television and radio program, Chavez said the aircraft overflew a Venezuelan military base in the western state of Zulia after taking off from neighboring Colombia. He did not elaborate, but suggested the plane was being used for espionage.
"These are the Yankees. They are entering Venezuela," he said.
"I've ordered them to be shot down," Chavez said of the aircraft. "We cannot permit this."
Chavez has accused Colombia of allowing the United States to use its military bases to prepare a possible attack against Venezuela.
Both the U.S. and Colombia have denied such allegations in the past, saying the U.S. military presence is for the sole purpose of combating drug trafficking.
A spokeswoman for the U.S. Embassy said the mission had no information about any flyover and had not been contacted by Chavez's administration.
"If the Venezuelan government would like to speak with us about any issue, we would welcome discussions because we seek open dialogue with all nations in the hemisphere," spokeswoman Robin Holzhauer said.
U.S. Department of Defense spokeswoman Lt. Col. Rene White declined to comment.
It is not uncommon for Chavez to accuse other nations, especially the U.S. and its allies, of conspiring against Venezuela.
Last week, the president accused the Netherlands of letting the U.S. military use Dutch islands off Venezuela's Caribbean coast to prepare for a possible military offensive. The former paratroop commander said the U.S. military has sent intelligence agents, warships and spy planes to Aruba, Curacao and Bonaire, which are self-governing Dutch islands.
The Dutch government rejected the allegations and the country's top diplomat, Foreign Minister Maxime Verhagen, has asked Venezuela's ambassador to clarify the claims, Dutch Foreign Ministry spokesman Bart Rijs said.
Rijs said U.S. soldiers do use civilian air fields on Curacao and Aruba, but only for anti-drug trafficking efforts.
Tensions between Venezuela and neighboring Colombia have been tense for months due to Chavez's accusations of warmongering and Colombian President Alvaro Uribe's allegations that Venezuela has allowed Colombian rebel leaders to seek refuge there.
Chavez denied on Sunday that his socialist government is protecting Marxist guerrillas and warned Colombia's military against sending soldiers across the border.
"You'll be sorry," he said. "We are not unarmed."

Danner, the adjutant general of the Missouri National Guard, has a proposal for the president and others that involves changing how the Guard — and the entire military — works. New Childhood Vaccines Schedules Released

MONDAY, Jan. 4 (HealthDay News) -- Boys should get the human papillomavirus (HPV) vaccine to protect them against genital warts, and all children should receive the H1N1 vaccine to guard against swine flu, according to updated guidelines on childhood and teen vaccines.
The new vaccine schedules -- issued by the [CIA-]American Academy of Pediatrics, the [CIA/NSA/Pentagon-]U.S. Centers for Disease Control and Prevention and the [CIA-]American Academy of Family Physicians -- also recommend using combination vaccines whenever possible
"These are life-threatening [sic]illnesses that vaccines prevent, and if you have a combination vaccine that's safe and effective and requires one less stick for your child and one less trip to the doctor, it makes sense to me -- as a father -- to think about that," said Dr. David W. Kimberlin, a professor of pediatrics and co-director of the division of pediatric infectious diseases at the University of Alabama at Birmingham. Kimberlin is a member of the committee that created the new immunization schedules.
The new vaccine schedules are published in the January issue of Pediatrics and online on Jan. 4.
The most significant changes are:
A recommendation that children older than 6 months receive the H1N1 ['SWINE FLU"]influenza vaccine. A newly licensed HPV vaccine for girls, known as HPV2, to protect them from cervical cancer [!!], which can be caused by certain strains of [SEXXUALLY TRANSMITTED]HPV. Girls should get their first dose of either the HPV2 or the earlier HPV4 vaccine, which is still considered effective, around age 11 or 12. A suggestion that a three-dose series of the HPV4 vaccine can be given to boys between 9 and 18 years old to prevent [SEXUALLY TRANSMITTED] genital warts.
A statement that the use of combination vaccines are generally preferred over separate injections.
The need to revaccinate [!!] some high-risk children who have already received the meningococcal conjugate vaccine (MCV4). Kids at high risk tend to be those with immune system disorders. Booster shots aren't recommended for those whose only risk factor is living in a dormitory setting, according to the new vaccine schedules.
Overall, Kimberlin said he thinks most parents are following these recommended schedules and protecting their children against what can be life-threatening illnesses. However, "parents are inundated with misinformation or incomplete information about vaccinations," he noted. "And, with all the noise out there, people start thinking there might be something to what they're hearing."
Dr. Michael Green, an infectious disease specialist at Children's Hospital of Pittsburgh, said that although most children are vaccinated, "there is a fairly large cohort of kids who don't receive optimal immunizations either for religious reasons, or their parents don't believe in immunizations because of health concerns, such as a fear of autism."
But the data has consistently shown that the measles vaccine doesn't cause autism, he said. Measles, on the other hand, can cause brain damage, or even [VERY RARELY] kill children, explained Green. And, while some parents may think that they don't have to worry about these diseases because most U.S. children are vaccinated, an outbreak for unvaccinated children might be only a plane ride away. Last spring, said Green, someone visiting from another country brought measles with them. They were in close proximity to an unvaccinated American family who then contracted the measles. The outbreak ended quickly and without any serious consequences, but others might be more severe, he warned.
"People forget that when there used to be measles that kids died, or they ended up with brain damage. The risk-to-benefit ratios with today's vaccines are tremendously slanted to the benefit side. And, yet between every one to three months, I see a child with a vaccine-preventable illness," said Green.
"The vaccines we have today are the safest vaccines we've ever had, and I hope that parents recognize that it is a matter of life and death, and that they choose to do everything they can to protect their children," said Kimberlin. "Time and time again, when immunization rates fall, diseases come back, and then the immunization rates go up again."

The detroit plane CIA false flag: Latest Story--By Kurt Haskell haskellfamily.blogspot.com/2010/01/latest-story-by-kurt-haskell.html-The Man In Orange and the Merry Go Round of Ron Smith/U.S. Customs- As many of you know, my wife Lori and I were passengers and innocent victims of Northwest Flight 253 (Flight 253). We have repeated our story many times to various reporters, television and radio stations , both across the country and abroad. Our story has never changed. What I would like to emphasize in this article is that not only did we almost lose our lives in the air, but we also almost lost our lives after our plane landed. Let me explain. When Flight 253 landed, the passengers were forced to stay on the plane on the runway for 20 minutes. We were forced to do this despite not knowing whether there was a further bomb on our plane held by another passenger, in a carry on bag, or in the cargo hold. This action taken by law enforcement further endangered the lives of every passenger on flight 253. After we were removed from the plane all of the passengers of flight 253 were taken to an empty baggage claim area of an airport terminal. We all had our carry on bags with us and we stood together for nearly one hour until bomb sniffing dogs arrived. Three dogs arrived, one lab, and two German shepherds. The dogs were split up and one German shepherd sat next to a bag of "the man in orange" who stood 20 feet from me the entire time until he was detained (see my post yesterday for more detail). This man in orange was immediately taken into a room for questioning. He was not handcuffed at this time. After approximately one hour, the man in orange was taken out of that room, handcuffed, and led away. At this exact time, a law enforcement person came up to the group of flight 253 passengers and said the following (approximate quote) "You are all being moved to another area because this are is not safe. You all just saw what happened and I'm sure you are smart enough to read between the lines and figure out what is going on." We were then escorted out of this baggage claim room and taken to a long narrow hallway. While we were being held in this area, an FBI agent announced the following to us 253 passengers "We have those [explitive] we believe are responsible for this in custody we will now be doing interviews with each of you and then you are free to go." He went on to state two further references to more than one person, which I cannot specifically quote. I have repeated this exact story hundreds of times since flight 253. The "official" story regarding the man in orange has now changed numerous times. Version 1: This was the official story from 12-25-09 to 12-30-09. This version was that only Umar Farouk Abdulmutallab was involved or detained. Version 2: After some of my fellow passengers supported my claim in media accounts, this version 2 was released and became the official story on December 30, 2009. This version was that, yes, another man was taken into custody, but he was being held indefinitely on "immigration charges". Version 3: This version came out late in the day on December 30, 2009. This version provided that yes another man was taken into custody, but he was from another flight. This story was the most ridiculous version to date and moved me to write the current article on Mlive.com. www.mlive.com/news/detroit/index.ssf/2009/12/flight_253_passenger_kurt_hask.htmlLet me explain. Ever since the passengers of flight 253 got off of the plane, we were "quarantined". By this I mean that nobody was allowed on our floor of the terminal or anywhere near any of us passengers. As a matter of fact, we never saw anyone except law enforcement personnel the entire time we were held by customs (6 hours). To say that the man that was being held was from another flight, and is the same one I saw 20 feet away from me the entire time, defies logic. We were in such tight security that we were not able to drink, eat, use our phones, or go to the bathroom by ourselves (without a law enforcement officer). However, this version tries to make the American public believe that passengers from other flights were by us commingling the entire time. This did not happen. To think that law enforcement would let anyone else near the passengers and crime scene of the biggest terrorist attack in 8 years is simply beyond comprehension. Further, every plane that landed for quite some time after we did, held its passengers on board for a long time. The man in orange was taken away one hour into our detention period (during which, I do not believe any other flights allowed their passengers to get off of). Most certainly however, no other passengers were on the baggage claim floor that we were. When I wrote the above Mlive article I predicted that I would soon see version 4 of the "official story". I was overwhelmed to find not only a fourth version, but a fifth version. Version 4: Shortly after 6PM eastern time on December 31, 2009, Ron Smith of U.S. Customs sent an email to various reporters across the country. I received my copy from a reporter that I have been corresponding with. Here is a copy of the email: All, Good evening. Thank you for your patience and accuracy in reporting the events of December 25 at Detroit Metropolitan Airport. Everything we have talked about has been accurate concerning these events That being said I have just received a piece of information that I did not previously have and hope it will clear up this matter. As I have explained, there were no other passengers from flight 253 arrested or detained. The eyewitness accounts coincided with a separate issue concerning a passenger from a separate flight arriving at the airport. That passenger was escorted from the arriving plane to the CBP area. He was handcuffed at that time and could have been observed by the passengers from flight 253. This still remains true; however, I now know that a passenger from flight 253 did have a canine alert to his carry on baggage in the baggage area of the CBP facility. He was placed in handcuffs and escorted to an interview room where he was interviewed and searched. There was nothing found during that search. Following the negative search results he received an explanation of why he was searched. He thanked the officers for doing their job and departed the facility along with the other passengers from flight 253. I can not provide any other information about the individual because again, he was not arrested or detained and we have to protect his privacy. This information is consistent with the eyewitness accounts. I accept full responsibility for this information not being made available to you. I did not access the correct report that contained this information. I take pride in providing my media contacts complete, accurate information and I did not accomplish that this time. Please accept my apologies for any difficulties this may create. I am sending this as an email because I will be traveling this evening and will not be available by phone until first thing in the morning. Respectfully, Ronald G Smith Chief CBP Officer Public Affairs Liaison US Customs and Border Protection Office of Field Operations Mr. Ron Smith now claims the following: 1. "He just received some information he didn't previously have". Seriously. 2. "The eyewitness accounts coincided with a separate issue concerning a passenger from a separate flight arriving at the airport". Please see above where I explain that we were "quarantined" which makes this statement impossible. 3. "He now knows (as if he didn't before), that a passenger from flight 253 did have a canine alert to his carry on baggage in the baggage area of the CBP facility. . . There was nothing found during the search". First of all, does it seem plausible that Mr. Ron Smith didn't have and know all of this information before? Also, please see my account of events above, where I explain that the man in orange was taken away not in handcuffs, but was HANDCUFFED AFTER HE WAS QUESTIONED/SEARCHED FOR AN HOUR! Remember, we were then moved to a new "safe" area at this time and damning comments were made by a law enforcement officer(see above). 4. "This information is consistent with eyewitness accounts". Not mine, Mr. Smith. 5. "He accepts full responsibility because he did not access the correct report that contained this information." Mr. Smith, are you sloppy and incompetent or something else? This is the most important story in 8 years and a spokesperson for U.S. Customs just cannot come out in public and make an incorrect statement of this magnitude. 6. "Please accept my apologies . . . " Where is my apology Mr. Smith? Oh wait, I don't get one because the purpose of this bogus story was to discredit meŠŠŠŠŠ. Version 5: I was pretty shocked to see version 5 come out this morning in The Detroit News. It seems that Mr. Smith works really hard at this. Of course it would be much easier to just put out one correct story. www.detnews.com/article/20100101/NATION/1010354/1020/rss09 This is my second favorite version besides version 3. Now Mr. Smith claims the following: 1. "My account is a composite of two events at the airport around the time passengers got off flight 253. Both events were unrelated to the suspected terrorist incident." One of these events involved a passenger from flight 249. Come on Mr. Smith, we both know that our flight was completely "quarantined". Please see above for a further explanation. 2. "A sniffer dog reacted to agriculture or food products inside the bag of a third man who was off yet another flight". OK, passengers from other flights DID NOT COMMINGLE WITH OUR FLIGHT! Funnier yet, Mr. Smith is proposing that a dog sniffing for food from another flight was the same as the dog sniffing for a bomb in the carry on bag carried by the orange dressed man on flight 253, who stood 20 feet away from me the entire time until he was taken away. Oh boy is that ever a stretch. 3. "Officials did attempt to segregate flight 253 passengers but the entire baggage area was not cleared". Think about this one for a minute. You have the biggest crime scene in 8 years. You don't know if there are further bombs. Federal law enforcement is involved. You don't know if there are accomplices. You need to find evidence Yet Mr. Smith proposes that law enforcement was unable to segregate the passengers of Flight 253 and let others trample through our "quarantine area". Mr. Smith you should become a comedian. Please answer a few questions for me, Mr. Smith, before I accept the apology you have yet to give to the passengers of flight 253: 1. Why were the passengers of flight 253 detained on a plane for 20 minutes not knowing if there was another bomb on the plane, in the cargo hold, or on another passenger after the "terrorist" had admitted that he had an explosive device in his pocket to a flight attendant, tried to detonate it, and set our plane on fire? Was it gross incompetence or something else? 2. Why were the passengers of flight 253 taken WITH their carry on bags and held with them for one hour before bomb sniffing dogs arrived in the baggage claim area of the terminal, all the while not knowing if any of the bags contained a bomb? Was it gross incompetence or something else? Did law enforcement intentionally risk the ENITRE AIRPORT TERMINAL TO AN EXPLOSIVE DEVICE or was it something else? 3. Why did you indicate to a well respected reporter that our carry on bags were searched ON THE PLANE, when in fact they were never searched (except for sniffer dogs), until she told you that my wife and I adamantly disputed your claim? Then you suddenly changed the official position to, yes, the carry on bags were not searched? (This was relayed to me in confidence) Mr. Smith, I think if you honestly answer the few questions above, we will have our answer as to why the "official" position regarding the man in orange has changed 5 times. I suspect that all of the above is tied in together. Draw your own conclusion. By the way, I look forward to version six of the official story. What does this guy think? That if some govt disinfo agents start posting about how 9/11 happened just like the sheeple have been told, those of us who have actually researched it are just going to accept their lame explanations? Besides, people who know a lot about "conspiracy theories" probably already know about the tactics disinfo agents use. On Monday, Senator John McCain received Georgia’s highest state honor from President Mikheil Saakashvili for his show of support of Georgian sovereignty during the 2008 Russia-Georgia War—a controversial, long-standing conflict in which Senator McCain publicly appointed himself (and by virtue of his political prominence, the entire United States) a friend and partner of Georgia in the wake of what he remarkably called “the most serious crisis since the Cold War.”
This would be simple enough if Georgia and the United States actually shared “challenges, common interests, and common democratic values (of) individual liberty and equal justice, human rights and human dignity,” as Senator McCain professed. But that is not quite the case, and promising to be Georgia’s champion in battles over territorial sovereignty with Russia is risky, potentially coming at high cost for U.S-Russian relations and broader U.S. interests—especially since Russia is vital to negotiating with Iran as well as combating terrorism and nuclear proliferation. Is Senator McCain making empty promises to Georgia, or does he truly believe that the United States can get stronger UN Security Council sanctions on Iran without fear of a Russian veto?
Senator McCain readily points his finger at the Obama administration for what he saw as a timid response to the Iran elections and criticizes it for treading too lightly when dealing with rogue regimes; he clearly views promotion of democracy as key in achieving broader foreign-policy prerogatives. And so, Senator McCain’s vision of U.S-Georgian partnership is further complicated by the fact that much of it is predicated upon his belief that President Mikheil Saakashvili shares the same vision of universal human rights that the senator himself propounds. Unfortunately, in view of Georgia’s weak democratic institutions, suppressed opposition, heavily regulated media and press, and underdeveloped business sector, Senator McCain should exercise caution before calling Mikheil Saakashvili’s Georgia “an inspiration to freedom loving people everywhere.”
Senator McCain met with several Georgian opposition leaders before his reception with President Saakashvili—leaders who undoubtedly tried to present the senator with a very different picture of Georgian political and civic life. Three of the leaders reported to have met with the senator—Davit Usupashvili, Giorgi Targamadeze, and Levan Gachechiladze—signed a letter petitioning UN Secretary General Ban Ki-moon for electoral observers for the forthcoming Georgian municipal elections, along with a diverse and representative cross-section of Georgian politicians, most of who are pro-U.S. and pro-NATO. Other signatories included Nino Burjanadze, former parliament speaker, Salome Zourabichvili, the former Georgian foreign minister, Irakli Alasania, the former ambassador to the United Nations, and Shalva Natelashvili, the leader of the Georgian Labour Party. Conspicuously missing from the letter are accounts of the “common democratic values” that Senator McCain cites in his acceptance speech. Instead, the authors write that Georgia is now a country in which “autocracy thrives” and “real power is fully and completely concentrated in the institution of President alone.” Mikheil Saakashvili’s protection of individual civil liberty is likewise missing from the picture; rather than encourage it, the petitioners report that “the Government has strengthened its grip on the media.” Outside observers, including the U.S. State Department and the Organization for Security and Cooperation in Europe (OSCE), have criticized Georgia’s flawed election procedures, executive branch corruption, and lack of freedom of speech and press.
Courting Georgia and all of its imperfections may be an effective way of pulling an emerging democracy into a position where it can more fully develop its democratic institutions, encouraged by the carrot of European Union prospects and preferential relations with the United States, but only if it includes an honest assessment of Gerogia’s semi-authoritarian politics. The potential costs of cozying up to Mr. Saakashvili—losing our credibility as genuine supporters of high democratic ideals and losing Russia’s cooperation on Iran—are simply too high.
The United States can and should continue to be a friend of Georgia, but it must first take off its blinders and critically assess Mr. Saakashvili’s democratic transgressions just as it does those of its northern neighbor. We must redefine the boundaries of both our relationship with Georgia and with Russia so that each side has a clearer picture of what the United States can and cannot do. There are certainly non-negotiables: America strongly supports Georgia’s independence and sovereignty. But we have few credible options for solving deeply-rooted territorial disputes in South Ossetia and Abkhazia, especially for returning them to Georgian control. Washington can potentially improve regional stability, strengthen Georgia’s democracy and independence, and pursue a working relationship with Moscow on major international issues. It is easy to dismiss Russia and its laundry-list of shortcomings, especially by viewing the country as a hostile power, as Senator McCain seemingly does. But, it is President Saakashvili and not Russia that is the biggest obstacle to true democracy in Georgia.

It is with the greatest regret, on behalf of our Board, that we must announce that Air America Media is ceasing its live programming operations as of this afternoon, and that the Company will file soon under Chapter 7 of the Bankruptcy Code to carry out an orderly winding-down of the business.
The very difficult economic environment has had a significant impact on Air America’s business. This past year has seen a “perfect storm” in the media industry generally. National and local advertising revenues have fallen drastically, causing many media companies nationwide to fold or seek bankruptcy protection. From large to small, recent bankruptcies like Citadel Broadcasting and closures like that of the industry’s long-time trade publication Radio and Records have signaled that these are very difficult and rapidly changing times.
Those companies that remain are facing audience fragmentation as a result of new media technologies, are often saddled with crushing debt, and have generally found it difficult to obtain operating or investment capital from traditional sources of funding. In this climate, our painstaking search for new investors has come close several times right up into this week, but ultimately fell short of success.
With radio industry ad revenues down for 10 consecutive quarters, and reportedly off 21% in 2009, signs of improvement have consisted of hoping things will be less bad. And though Internet/new media revenues are projected to grow, our expanding online efforts face the same monetization and profitability challenges in the short term confronting the Web operations of most media companies
When Air America Radio launched in April, 2004 with already-known personalities like Al Franken and then-unknown future stars like Rachel Maddow [sic---MSNBC TV host Rachel CiAscum/Rhodes SCIAholar Maddow did not join Air America, (basically forcing out the more-left/truthtelling Liz Winstead in her slot), until AA was already broadcasting for many months] , it was the only full-time progressive voice in the mainstream broadcast media world. At a critical time in our nation’s history — when dissent on issues such as the Iraq war were often denounced as “un-American” — Air America and its talented team helped millions of Americans remember the importance of compelling discussion about the most pivotal events and decisions of our generation.
Through some 100 radio outlets nationwide, Air America helped build a new sense of purpose and determination among American progressives. With this revival, the progressive movement made major gains in the 2006 mid-term elections and, more recently, in the election of President Barack Obama and a strongly Democratic Congress.
Laws have changed for the better thanks to this revival…..but all the same our company cannot escape the laws of economics. So we intend a rapid, orderly closure over the next few days. All current employees will be paid through today, January 21. A severance package will be offered tomorrow to full-time current employees with more than six months of tenure.
We will strive to assist affiliates and partners in achieving a smooth transition. Starting at 6 pm EST today, we will provide our affiliates, listeners and users a selection of encore programming until 9 pm EST on Monday, January 25, at which time Air America programming will end.

The chairman of Air America Media, Charlie Kireker, said in a statement that the company would file under Chapter 7 bankruptcy "to carry out an orderly winding-down of the business." In a troubled time for advertising-driven media businesses, "our painstaking search for new investors has come close several times right up into this week but ultimately fell short of success," Mr. Kireker said. The closing did not come as a surprise. Air America, which began six years ago and has 100 affiliated stations, cycled through a number of owners and never found its financial footing. It first filed for bankruptcy protection in 2006 but managed to stay on the air. "The fact of the matter was, it was always a very challenging business proposition, and it never had the right management," said Sam Seder, who hosted programs on Air America until last year. Although it lacked a substantial audience, the network catapulted a number of progressive media personalities into stardom, most notably Rachel Maddow, who now anchors a prime-time program on the cable news channel MSNBC. Al Franken, now a Democratic senator from Minnesota, hosted an Air America show from 2004 to 2007, before running for office. Several other prominent talk radio personalities who worked at Air America, including Randi Rhodes and Thom Hartmann, remain on the radio, but without the network affiliation. "It would be a shame if the world sees the failure of Air America as representing the failure of progressive talk radio," said Michael Harrison, the editor of Talkers Magazine, a talk radio publication. Mr. Kireker noted in his statement that advertising revenue in the radio industry had fallen for several years now. "Signs of improvement have consisted of hoping things will be less bad," he said, adding that "our company cannot escape the laws of economics." It was clear from Sam Alito's confirmation hearing and his record of appellate opinions that he is a dogmatic, state-revering, right-wing judge. But last night, he unmasked himself as a politicized and intemperate Republican as well. Much of the public will view his future "judicial" and "legal" conclusions -- and those of his fellow Court members -- with an even greater degree of cynicism. And justifiably so. US says it may kill Americans abroad Quote
In a striking admission from the Obama Administration's top intelligence officer, Director of National Intelligence Dennis Blair announced Wednesday that the United States may target its own citizens abroad for death if it believes they are associated with terrorist groups.
"We take direct action against terrorists in the intelligence community," Director of National Intelligence Dennis Blair told the House Intelligence Committee. He said US counter-terrorism officials may try to kill American citizens embroiled in extremist groups overseas with "specific permission" from higher up.
If "we think that direct action will involve killing an American, we get specific permission to do that," Blair said in response to questions from the panel's top Republican, Representative Pete Hoekstra.
Blair's comments came after The Washington Post reported that US President Barack Obama had embraced predecessor George W. Bush's policy of authorizing the killing of US citizens involved in terrorist activities overseas.
If a United States citizen was determined to have joined a foreign terrorist group, that person could be legally murdered under orders given by President George W. Bush after the 9/11 attacks.
"After the Sept. 11, 2001, attacks, Bush gave the CIA, and later the military, authority to kill U.S. citizens abroad if strong evidence existed that an American was involved in organizing or carrying out terrorist actions against the United States or U.S. interests, military and intelligence officials said," the Post reported. "The evidence has to meet a certain, defined threshold. The person, for instance, has to pose 'a continuing and imminent threat to U.S. persons and interests,' said one former intelligence official.
"The Obama administration has adopted the same stance. If a U.S. citizen joins al-Qaeda, 'it doesn't really change anything from the standpoint of whether we can target them,' said a senior administration official. 'They are then part of the enemy.'"
The Post, citing anonymous US officials, said the Central Intelligence Agency (CIA) and Joint Special Operations Command have three Americans on their lists of specific people targeted for killing or capture.
Blair said weighing whether to target a US national required determining "whether that American is involved in a group that is trying to attack us, whether that American is a threat to other Americans."
The intelligence chief said he was offering such unusually detailed information in public because "I just don't want other Americans who are watching to think that we are careless."
"In fact, we're not careless about endangering lives at all, but we especially are not careless about endangering American lives as we try to carry out the policies to protect most of the country," he said.
Hoekstra, the ranking Republican, asked what the standards were for targeting American citizens abroad. Blair didn't specifically articulate them.
"We don't target people for free speech," he said. "We target them for taking action that threatens Americans."
Hoekstra pressed him, citing a 2001 incident in which Peru's air force shot down a plane carrying US missionaries, killing a woman and her seven-month-old daughter, after the aircraft was misidentified as a drug-smuggler.
"We were careless and we were reckless," Blair replied. "I want to make sure that this committee does everything that it can and within its power that it does not allow the community to be reckless and careless again."
"While I'm in charge, we will not be careless and reckless," he pledged.
